MARC is the Mid-Atlantic Regional Collaborative Region. It is a federally-funded initiative to help the Maryland, District of Columbia, and Northern Virginia regions prepare for workforce challenges impacting the region’s economy due to the 2005 Base Realignment and Closure (BRAC). From a regional perspective, MARC is concerned with the military movements between 11 installations and 26 localities. As the BRAC name implies, some bases are decentralizing and shedding workers while others are expanding to absorb the redistributed active military. MARC is juggling both movements at the same time. This creates a very fluid situation for benchmarking the impacts from BRAC on the overall community development planning efforts for the workforce, education, and economic developers impacted by BRAC. MARC recognized it needed a baseline economic, workforce, and education supply and demand analysis to think about how to respond with well-developed strategies to close the skills-gaps and up-skill the workforce to meet the demands by employers in the region.
