2018 Hybrid SOC Codes in JobsEQ

A substantial occupation code update has been implemented by the Bureau of Labor Statistics (BLS) and is being incorporated into JobsEQ. The following is a detailing of the changes along with notable highlights.

The Standard Occupational Classification (SOC) system is used by federal agencies to classify workers into occupational categories. Periodically, the SOC codes are revised. The 2010 system was recently updated to the 2018 system. Complicating the change, however, is that one of the primary BLS occupation data programs, Occupational Employment Statistics (OES), is based on a three-year survey of employers. This three-year collection process stands in the way of making an immediate and clean conversion from one system to another. To bridge the gap, the BLS uses “hybrid” codes in publishing data over a two-year period until the full transition is complete.

The above table contains the 57 one-to-one code changes in the transition from 2010 SOC to the 2018 Hybrid SOC system. These codes are at the six-digit level, also knowns as the “detailed occupation” level. The first two digits of the code define what is called the “major group” level, which is useful for many summary or high-level statistics.

Within the one-to-one changes, there are six codes that also changed their major group. This is something you may notice if you are tracking, for example, two-digit employment over time. The largest change was the personal care aides occupation, with 2019 employment of nearly two-and-a-half million, which was moved from SOC 39 (personal care and service) to SOC 31 (healthcare support). Another large change was the stock clerks and order fillers occupation, with 2019 employment of two million, which was moved from SOC 43 (office and administrative support) to SOC 53 (transportation and material moving).

There were seven 2010 SOC codes that split from one detailed occupation into two (above table). In each of these cases, however, the BLS OES program is only collecting data for the 2018 codes at the five-digit (“broad occupation”) level. In JobsEQ, however, we will provide employment estimates for these fourteen detailed occupations by leveraging both our traditional and non-traditional data resources.[1] Occupation wages for this set of detailed occupations, though, will be taken from the broad occupations as reported in the OES.

Finally, among the six-digit code changes, there were 44 codes that were combined—in groups of two or three—into 21 new codes. These are shown in the above table and in most cases represent joining together occupations that were already in the same major group.

Eight-Digit Codes

Within JobsEQ, we utilize 8-digit SOC codes in our online job ads and resumes data sets. These codes are defined within the O*NET SOC Taxonomy.

In this case, there is no need for a temporary hybrid structure. Chmura applies these 8-digit definitions directly into our job ads and resumes data sets via our in-house, machine-learning processes. These data are linked within JobsEQ from the 8-digit to the 6-digit code, so our clients can navigate between the “traditional” and “non-traditional” data set analytics, utilizing both sets together.

In some cases, primarily due to the existence of the hybrid codes, there will be a mismatch between the first six-digits of an eight-digit code and the six-digit hybrid code to which it will temporarily be matching. These cases are shown in the below table. A few other cases of mismatches are due to OES-specific aggregation codes used by the BLS and marked here with asterisks.
